This game has a rather absurd premise: you are the hands of Joseph Stalin, the World War II-era Soviet General Secretary. You need to keep track of state affairs, keep away any invading forces, and, perhaps most importantly, keep yourself calm.
During the game, you're able to pick up the telephone, smoke a pipe, punch a lamp, and dangle your hand over the big red button to repel an invasion. If your 'Enemy Invasion Timer' reaches 12 or you press the button, then it's level over.
It's actually quite a challenge to manage all of this. The game is cheap, and it's probably worth it if you have four dollars to spare on Steam. The one issue I have is that parts of the game seem rather clunky (at one point I left my mouse for about ten seconds and it fell on the button), but it's a pretty fun game.
TL;DR It's something to get if you want a distraction.
