  1. State of Emergency isn't exactly the deepest game on the market, but with its timers and its high-score lists, the game is definitely shooting for shorter, arcadelike play sessions.
  2. Pure console fare; it's going to lower the bar on the PC's status as a more sophisticated gaming machine for sure. It's pure mindless fun for the most part, and at other times it's just pure mindless.
  3. A pretty straightforward brawler that, while fun at first, probably won’t hold your attention for very long.

An additional year of development time after the PS2 version's hot-then-cold reception, really should've yield something more than a just a decent port.
  5. All this violence is undeniably fun for a while and the visuals are decent, but after a couple of hours you'll have seen all there is to offer. [PC Zone]
  6. Running around 3D urban locales such as a mall or a corporate office building in the midst of a full-blow riot is sure to hook a few people, but flat gameplay and god-awful controls will make them turn away in disgust. [Dec 2003, p.132]
