Summary
As COBRA unleashes its deadliest plot yet, the G.I. JOE Team is counting on you and your hand-picked team of heroes to lead the counterattack. Every mission is critical and so is every G.I. JOE character. Picking up where the Paramount Pictures live action film leaves off, G.I. JOE The Rise of Cobra is an accessible third person action-arcade shooter that allows players to recreate and relive the greatest moments from the film, cartoon series and action toy line. Unique top-down arcade shooter, built from the ground up specifically for the Nintendo DS. Choose from six G.I. JOE characters and five COBRA characters. More than 20 missions across four environments, plus playable vehicles. Create your own G.I. JOE vs. COBRA battles with up to 4 players (via wireless play). [Electronic Arts]

Vandal Online
This is a mediocre game who tries to make the most of the movie premiere and sell as much copies as possible.

The game’s ugly as sin but it at least has a fun design to fall back upon – G.I. Joe: The Rise of Cobra is an energetic DS game that’s a cool, simplistic diversion. If you’re a fan of blowing crap to high heaven, this game will be right up your alley – just don’t expect to be floored by the visuals and you’ll be fine.

G.I. Joe: The Rise of Cobra provides a worthy follow-up to the plot of the movie, if skimping on a few essential areas of presentation and variety to do so.

Whilst G.I. Joe will never make it as a General it will be remembered for its charm and explosions!

At the end of the day the mindless run and gun action should please some fans, but lack of depth and gameplay issues make this game a tough one to recommend. That being said, fans of top down shooters may want to take a closer look.

A few bright spots prove that this clumsy, unsatisfying film tie-in could have been much better.

The execution is rather lackluster. [Sept 2009, p.90]
Cheat Code Central
G.I. Joe: The Rise of Cobra is lackluster nearly across the board with nothing new or unique.

GI Joe Rise of Cobra is a classic, addictive formula plagued by technical issues and a boring story that won't stay out of the pure simple action. Graphical bugs, stiff controls and a short campaign spoil a game that could have been as simple and fun as the guilty pleasure movie it was based on.

This game is almost as ugly and unpolished as it's console counterparts. It just happens to be the lesser of the five or six evils.
With better character abilities, less (make that way less) story sequences and improved multiplayer options, G.I. Joe: The Rise of Cobra could've been a movie tie-in to be proud of. Instead, it deserves a dishonorable discharge.

Difficult to navigate maps, poor collision detection, and boorish level design leads this to be a game to pass on in the end.

It's not worth your time and money. [Nov 2009, p.72]
RealGamer
The combination of a dull story, repetitive gameplay, drab environments and no innovation to speak of is a recipe for disaster in my opinion.

You'd be better off ignoring G.I. Joe on the DS entirely and just seeing the movie instead, which I understand is awesome. The game, obviously, does not follow suit.
