Summary
Get ready for a totally new breed of the Tony Hawk experience. Play as yourself, not a pro skater, and make your way through a plot-twisting, true-to-life story that takes you from unknown local skate punk to fame and fortune as a superstar skater. For the first time ever, you'll be able to get off your board and explore 9 expansive levels on foot or by vehicle. Enjoy unprecedented customization by designing and naming your own original tricks through the all-new Create-a-Trick. Or create bigger parks and include your own goals in the expanded Skate Park Editor. After you're done, share your tricks and parks online with your friends. [Activision]

A solid engine, great level designs and good graphics. It's hard to imagine how this game could be improved upon.
GameSpot
It contains everything that was good about the previous three games while it adds a single new move and a modest set of new features that, once again, inject freshness into a formula that never seems to run out of steam.

The ability to step off the board and walk around is great. [Spring 2004, p.37]
1UP
It's fast, deep, and engaging, and the story mode is perfect for laying back with when you've got a free moment on the bus.

More niggly than the GC version and less accessible. If you're prepared to give it some attention you'll be rewarded with a deep and challenging experience. If you want an easier Tony Hawk game try the GameCube ones.

Once I got past the grunt-work, I did warm up to Underground - a little. [Dec 2003, p.187]

The game's adventure element requires you to run around with your board tucked under your arm - not nearly as fun as pulling off tricks. [Jan 2004, p.162]
