Entertainment Weekly
The game's tension-packed atmosphere and large levels--though lacking the similar "Splinter Cell"'s pizzazz--make it an FPS standout. [28 Feb 2003, p.87]
Gamer.tv
FPS fans with a hankering for the often imitated, never bettered feel of "GoldenEye" will find plenty here to luxuriate in, but if you want to shoot people without having to resort to caution you may find this a grind.

If it wasn't for some of the lemming and sharp shooting AI, lack of corpse movement, and clunky animation, this would have been a great game. As it is, IGI 2: Covert Strike is a good, solid game.

A fairly competent shooter with quite a bit of life in it - just not quite the leap forward we had hoped for.
Despite the high level of difficulty, this is a very well planned and well-executed game that represents what a sequel should be. I would easily recommend this to anyone looking for a challenge.

While IGI-2: Covert Strike may not have the refined stealth elements of "Splinter Cell" or the same intelligent action of "Halo," it blends the two half-way decently into an entertaining spectacle of espionage action.

While the game does feature some nice improvements over its predecessor, it cant really compete with the much better action titles out there.

Unlike its predecessor, playing this game is not an exercise in rage managementit is challenging but logical, difficult but fun.

It just could easily have been so much more. If you like a stealthy action game with decent graphics and arent too bothered about playing online IGI2 might just keep you busy.

If you're really in the market for a stealth shooter, there are plenty better out there. [Apr 2003, p.95]
Computer Games Magazine
A solidly entertaining stealth game, but its emphasis on puzzle-like level design, and an unforgiving difficulty level makes it as frustrating as it is entertaining. [June 2003, p.82]
G4 TV
The objectives and set pieces will keep you playing despite the dumb AI. But after you complete the game, you'll have no incentive to ever again play any part of this game.
Looks are pretty much the only appeal. The main culprit in sabotaging the attractive premise is the horrible AI. [May 2003, p.82]
GameSpot
It fails miserably at providing any sort of interesting story or characters that you care about. The levels are huge, but they're often bland or repetitive, and the game is riddled with design problems and bugs.
Part of the problem is the glitchy tech and part of the problem is the inconsistent and frustrating gameplay. But the biggest problem is that there are so many better games with more personality, better level design, better weapons, better spying, and better shooting.
IGI2 straddles the same uneasy middle ground between (pseudo) realism and playability as its predecessor, and consequently strays from the realm of the enjoyable to that of the tedious far more often than is desirable. [March 2003, p.96]
Game Revolution
Isn't so much terrible as it is pointless. The success of a stealth-based game relies very heavily on complex AI and interesting moves. Sadly, IGI 2 fails on these fronts.
Read Full Review >Computer Gaming World
An example of mediocrity dragged much further downward by sheer ineptitude. It could have been another so-so tactical stealth shooter, but the saves, the idiots, the cliches, and the crashes shove it into coaster territory. [July 2003, p.72]
GMR Magazine
Incredibly dull and uninspired, full of weird A.I. behaviors, bad graphics, and crushingly boring ennvironments. [May 2003, p.72]

Shaheen K. gave it a2:
The first game (Project IGI) was more interesting than IGI-2 covert strike. I have a problem with IGI-2, I bought the game CD and installed it but all the weapons look white (white in color). If anyone has the solution to my problem please email me at: shaheen_khan_4u_20m@yahoo.com I have read all system requirements for IGI-2 and my system holds all of them but still its not running too smooth. But my main problem is with weapons looking white.

Loved the first game, hated this one. Buy Splinter Cell (PC version).
