It's hard to think of anything else the guys at Codemasters could have crammed into the game, and the way they've managed to retain such a high level of quality throughout the whole experience really is extraordinary.

It’s all this wide variety of racing elements and making sure it all works well in a total package that makes TOCA Race Driver 3 an awesome game.

TOCA 3 is just TOCA 2 with a lot more stuff, but that makes it just about perfect. [Jun 2006, p.66]
Play Magazine
Every year Codemasters puts out a new version, and it's as sure a bet as anything in this industry that it will be even better than last year's--and that once again it will be mostly ignored by U.S. gamers. [Mar 2006, p.44]
Cheat Code Central
TOCA Race Driver 3 may not be the perfect racing game in terms of physics and feel but there's no other game that can match the outrageous number of different racing styles at such a consistent level of quality.

A solid racing game with amazing variety. The new Pro career keeps even the best racers busy for a while. The game feels a bit too familiar, but it is still a great sequel to a classic game. [Feb 2006]

It replaces and raises the bar in all categories, mixing a huge amount of quantity in styles, cars, and tracks, with a truckload of quality.

If there's one complaint it's the precision necessary to succeed in completing some of the championships.

Let's face it, thanks to Codemasters spectacularly managing to squeeze an entire sporting genre onto one DVD, as well as the ability to take your skills online should you finish the mass of races on offer, there's some serious miles to rack up before tiring this game out. [PC Zone]

TOCA 3 boasts an awesome variety of racing disciplines, and it backs that boast up with some really excellent driving mechanics.

Car handling is impressive. You can really feel variations in surfaces and the car losing traction if pushed too hard. Passing in heavy traffic takes skill and patience.

Improvements in the level of detail on offer from the damage modelling to the multi-layered audio, continue to present the game with ever greater realism, and no-one could ever accuse the developers of a lack of variety in the vehicles.

Race Driver 3 understands that a processional win from pole is less fulfilling than a hard-fought, championship-saving fifth place from the back of the grid. And though it can’t exactly engineer those situations, it does everything in its power to make them more likely and leave them unpunished. [Mar 2006, p.87]
PC Gamer
Toca Race Driver 3 offers advancement over its predecessors, but until Codemasters recognizes and repairs the game's physics and AI weaknesses, this franchise will continue losing track position to the superior offerings from either side of the Atlantic that currently steer this game. [Apr 2006, p.98]
1UP
As it stands, Race Driver 3 suffers from too much variety and not enough substance.

Sam F. gave it a10:
An incredible racing Game. Unlike GT, Its a fun racing title with damage modeling and just enough balance between realism and arcade style for an enjoyable Racing game.
Christopher S. gave it a5:
Is it possible for a game to have too much content? In the case of ToCA Race Driver 3 the answer is yes. Codemasters should have narrowed their focus a little bit and spent more time improving AI. At higher difficulty settings the computer controlled cars turn into suicidal speed-freaks that think nothing of crashing through you to improve their position. This overly aggressive approach results in a highly unrealistic and frustrating experience. The handling is about the same as ToCA2, which means enjoyably relaxed. If your looking for a simlike experience pickup GTR or GTR2. And the handling of some of the open-wheeled classes are laughably bad. Graphics are a mixed bag. Tracks look quite good during a race but strangely bad during replays. Cars for the most part look very nice though some of the cockpit views are quite awful. The Lotus 49 looks especially bad with its stationary dashboard gauges, no steering-wheel with hands and octagonal front wheels. I think ToCA2 is the better game and if you have that one there really is no reason to get this version.
Albion K. gave it a10:
It is the best game in the world.
blurp gave it a9:
Pure fun with so many cars to choose from. Online gaming is awesome.
Vandal gave it an8:
It's good, plays well and look sweet. However we've been there and done that. It's very similar to Toca 2. The range of vehicles is impressive but after a while you've driven them all and the interest starts to drop. Still good for a blast though when you're stuck for something to do.
Brandyn P. gave it a10:
This game is amazing! you can drive any style of vehicle and you can also play online with all of your friends! amazing arcade action!
