Summary
In the near future, convicted criminals are required to donate body parts to benefit the rich instead of serving time. A government approved service known as the Anti Crime Network employs 'Headhunters' to capture felons using non-lethal weaponry to preserve their vital organs. As dishonoured Headhunter Jack Wade, you are hired by Angela Stern - daughter of the recently murdered head of the CAN - to discover the truth behind her father's death. Sega's adventure infuses stealth and arcade action with an extremely dark sense of humour. [SCEE]

Game Chronicles
Aside from a few camera quirks and some excessive load times, Headhunter is almost a perfect gaming experience from the opening movie to the closing credits. The clever mix of VR training, cycling through town, stealth, and weapons combat all combine for one great action title.

With an engaging storyline, solid visuals, and great action sequences, most gamers wont want to pass Headhunter up.

Ever wanted to play an action movie? Here's your chance. [June 2002, p.64]
Games Radar UK (Pre-2006)
We've had our problems with an aiming system continually hampered by a camera that doesn't give you a free look...it's enough - along with the bleached-clean looks and cramped levels - to knock this out of the realms of "Devil May Cry." [PSM2 Magazine]

While never reaching the same heights as Metal Gear Solid 2, Headhunter is still a solid action game with a lot of bite.

Here's the sleeper hit of the season. [May 2002, p.53]
GamerWeb Sony
Sadly, many people will pass this title up for something with a bit more "flash" instead of going for substance something Headhunter definitely has.

The combat sections of the game are great and you have so much freedom of movement with your on-screen, bearded lovely!

While it doesn't bring anything truly groundbreaking to the genre, it's executed pretty damn well, overall. [June 2002, p.30]
Game Informer
The combat isn't super-innovative, with lots of ducking behind things and corner creeping, it does the job, however, and is complemented by some clever puzzles. [June 2002, p.78]
Game Over Online
The visuals, while not at all enhanced, look good and the play control, once mastered, is silky smooth.

Its graphics fall short of the best the console has to offer, but its blend of action, stealth, and driving manages to keep things interesting throughout.

Add to this some slightly suspect enemy AI and a series of horribly misguided cut-scenes (these attempt to ape the dark humour of Robocop and fail) and youve got a fairly mediocre release.

If you're a fan of action games and don't mind a dense storyline and some hunt and peck adventure-style clicking, you'll get a thrill or two out of Headhunter.

One of the game's biggest deficiencies is the camera, which doesn't work well when you're in attack mode.
This is still a pure adventure game: rigidly linear, heavy on plot and exposition, and not immune to the bad habits of the genre, like switch pulling and fetch questing.

Because the controls are overly ambitious (read: complex), instead of being a crack shot with mad skillz, Jake Slade is about as easy to control as a 6-year old kid. [June 2002, p.110]
Armchair Empire
While Headhunter does well to borrow from games like "Metal Gear Solid 2" and the sort of comically futuristic world found in movies like Robocop, it falls short with its blandly typical story and constant cliché rip-offs that cheapen the experience.

Oh the controls, in my opinion they sucked a$$. The rolling technique and all was cool in conjunction with the ducking and aiming aspect; but the way it was executed was horrible.

Sufficient gameplay of third-person shooting, stealth, and a hefty load of campy newscasting that fortunately can be skipped.

The technical faults of this shoddy port put a big fat smudge on an otherwise great game. [June 2002, p.98]
GamePro
Its cool graphics, story, and gameplay variety are buried by the brutally bad camera and controls.

Ben N. gave it an 8:
Brill, MUCH better on the Dreamcast though, finally a game that shows the REAL power of the legendary Yamaha YZF-R1, a proper motorbike!
Chuck 76 gave it a 7:
I had this game on the Dreamcast and compared to other titles on that system it was a winner(apart from Virtua Tennis 2k2, Shenmue/2 and MSR). I wasn't going to bother buying on PS2 but as I never got round to finishing it(the girlfriend took the DC 'cause she loved Ms. Pacman? Don't ask me!). And y'know what, I'm glad I did. It hasn't got the flash of MGS or Splinter Cell but it's got a solid story, some cool set-pieces and a decent control system. The graphics ain't really been tweaked that much but the DC wasn't too bad at this kinda stuff. The licences are not really hard but they are fun and one of the best parts of this and any game. Get this when you're bored of the current crop of stealth titles, you'll be surprised.
Andrew D. gave it a 7:
This game has its ups and downs. Its an interesting game, style is in the same league as Metal Gear Solid 2. First, the story is alright, playing a level, and then you watch the scenes in between playing, like Metal Gear, or the Getaway. Also, licences must be obtained, there are four, and within each are four separate challenges to beat in a set time, the stealth ones tend to be annoying, and pretty tough. Motorcycle controls kind of suck, no where as good as GTA:Vice City. Camera angles can get annoying, and shooting can be frustrating too, sometimes if you are facing the wrong way, and you hit auto aim (which you have to do anyways), the character just shoots forwards, and doesn't revert automatically to the enemies until you turn around. Getting on ledges, or platforms can take a few tries. Figuring out exactly what to do sometimes takes a few minutes, and exploring. Faults aside, if you can tolerate them, and not get too mad at the game at hard points, it's an interesting game, I only rented it.
A lad from a shop gave it a 3:
Really poor game.
Alex D. gave it a 7:
The story is good, and everything is good at all beware of the #&?$?@&*%? camera lol It make me cry lol... It's really a shitty bug, there is some other bug like getting stuck in sewers and restart in the garage.... !!! Just before you save the girl... A lot before...
Terrence S. gave it a 8:
Motorcycle physics are not even close, but "doable"... Graphics are tolerable... Story is predictable, but funny... the difficulty of obtaining licences??? Yeah right! I broke every record --- snapping necks is fun!!! Oh by the way, my recommendation --- this game is a rental.
Erwin S. gave it a 10:
The licenses are hard as hell to achieve.
