Siliconera
The game shines graphically. Capcom uses a clever mix of 3D textures and cel shading. The backgrounds are full of vivid colors, the explosions are clear and there are even some neat shadowing effects.

The simple lack of camera control during 3D levels, the rather unimaginative level designs, the sometimes annoying lock-on system (that Axl uses) are all factors in the game that simply drag it down.

Considering the highly frustrating boss battles and some irritating level designs, Mega Man X7 is likely to only appeal to the Blue Bomber's hardcore fans. [Nov. 2003, p.151]
PSM Magazine
The multiple angles, 3D engine, and stellar visuals in Mega Man X7 do move the series forward, even if gameplay remains the same, which is okay in our book. [Nov 2003, p.41]
Computer and Video Games
Everything X7 delivers is quality, although with an unshakable sense of 'been there many times before'.

Mega Man's bread and butter has always been the run-n-gun, and X7 continues that tradition admirably. [Nov 2003, p.84]
IGN
We can only recommend the game to those with an undying patience or a passion for the series. Otherwise, there are plenty of other actioners out there that will provide far more fun than this.

When X7 ventures into new territory and starts tinkering with the tried-and-true Mega Man formula, things start to go wrong.

Not as fun as previous Megaman titles. It feels like a rushed product that was not ready to be in the hands of gamers.

Old school fun has never looked better, controlled more awkwardly (the shifting perspectives mess with the character control), sounded more outdated or sold for a fairer price than X7’s.

The shoddy camera system and somewhat unintuitive controls cause far too many headaches.

The added elements like Axel’s powers and the Reploids that need rescuing add something new and entertaining to the mix, but with such a lackluster presentation, most of that effort gets pushed aside by and otherwise bland experience.

Other than the stylish cel-shaded visuals, there's hardly anything new here... Seriously, I haven't seen camera problems this bad since the early days of PS1. [Nov 2003, p.138]
GameShark
With uninspired level design and a lacking audio presentation, the game has little to offer hardcore fans of the series.

A huge amount of slowdown, even when there’s little going on, detracts from the overall simple shooting-n-slashing frenzy. A sloppy targeting system and the inability to strafe make the controls more of a pain than painless.

Mega Man X7 is a decent follow-up to the travesty of a game that was Mega Man X6, but it will still come off as a lacking action title for the gamers that have never been interested in the series. Nice try, Capcom.

Though the basic Mega Man tenets remain intact - play through level, kill boss, gain new ability - compared to modern games, many of the 3D levels and the accompanying gameplay feel like a freshman effort. [Oct 2003, p.68]
GameNow
Right away, you'll notice that the camera just doesn't work very well.. Promising but poorly designed 3D levels drag down the fun. [Nov. 2003, p.51]
Electronic Gaming Monthly
It's just a mess whenever it thrusts you into confusing fully 3D levels. Here, the ugly, high-contrast backdrops look like a Lite-Brite melting underwater. [Nov 2003, p.186]
Cheat Code Central
Mega Man X7 isn't even properly dubbed in English. I just can't handle that. What's up with such poor translations and acting? The story is so swollen in heady detail that it virtually detaches itself from the actual gameplay.

If the stylish 3D graphics had been paired with a resolutely 2D game, with further time spent on level design, the end result could have been much greater than the uninspiring package present here. [Japan Import]

If the controls were tighter and the targeting system sharpened up, Mega Man X7 could have been a killer update. As-is, the game is a lethargic has-been.

Now with Mega Man X7, the first X game to be released on the PS2, the trend continues it terrible decent into crap… and as a Mega Man-Super Fan, this succeeds in making me more depressed.

But what ultimately tips the scales against Mega Man X7 is the series' continued insistence on being difficult to the point of absurdity. Three lives and no save points other than at the end of long levels just doesn't cut it.

To make matters worse, there are long loading times in the game. Mega Man X7 is one of those games where the player will be afraid to press the wrong button on the menu screens, because doing so will lead to much waiting and thumb-fiddling.

By and large it's a boring, scattershot attempt to bring MMX into the new millennium. The original "Mega Man X" is one of my favorite games ever -- and the flaccid 2D sections in this game aren't half as good as any of the levels in the original game. The 3D bits are more compelling, but still substandard.

The Zero series on the GBA trumps X7 with its tightened classic feel. The "Mega Man Legend" series (including Tron Bonne) worked the 3D controls much better. I'm all for change, but it has to come with improvement. The Blue Bomber has bombed out.

The 2D gameplay hits some bright spots but is hampered by the new, boring 3D sections. There isn't much to keep you playing other than to relive a shred of Mega Man gameplay in 3D.

Absolutely unacceptable. MMX7 not only fails to be fun, but barely works right.

Dragon Knight gave it a1:
Quite bad. The story is dull, like it has always been in the X series. The sound is annoying. Same grating difficulty, which may be good or bad depending. The 2D segments are just the same as ever, which is bad, since it's the same thing we've been doing repeatedly since Mega Man debuted on the NES. Though the 3D areas are even worse, the camera work is shoddy, and it isn't fun in any regard. The lack of decent gameplay kills this title. It's barely playable, but for old school Mega Man fans, you may get a little fun out of the 2D segments but only for so long. I certainly do not reccomend it.
Msonic gave it a4:
I was looking foward to X7. When I first played it, I like it for a while...but now it got stale and boring. The graphics and the soundtrack are great but the voicing and the levels are horrible however. In my opinion, the characters are sometimes slow. Sorry but I think X7 is the worst Mega Man game ever, infact it's the only Mega Man game I don't like. Atleast CAPCOM learned their lesson. (Which is why X8 became good)
The 2nd Runner gave it an 8:
I saw all the bad reviews for this game from the critics. I can understand their viewpoint but this game is sort of an experimental stage too for Capcom. They had to bring the game into 3D, because if it would have stayed 2D, I bet they would have caught a lot of flak there too. As the game itself, I am loving it. That is probably because I am a X series vet. The difficulty went up big time, but that makes the game last longer and we all like that. It could be frustrating too, but you are a gamer and don't know tolerance, you have issues. I also understand that they could have done better, but I guess that is what X8 will be for. Just for an average fan, this is a great game. The Mega Man series was always the same formula, and that is what the fans like. If they had switched it up too much, then the game would have got hate as well from that angle. I will agree that a lof of the new elements that they did introduce here, needs to be worked on big time i.e the targeting system. Also, some of the enemies attacks are downright annoying and the camera angles need to be worked on more next time around. One thing I found annoying was the graphics, considering the power of the PS2. Like some of the labels used on the reploids to be saved look lame. The red labeling looked like something from the 80's. They could have made the game look a bit more sleek and furutistic for sure. Basically, level design could have been done better.
Megaman Trigger gave it a 10:
It's going to be the greatest Megaman X game ever made!!!!!!!!!!
