Summary
The gameplay in Naval Ops: Warship Gunner involves two unique phases: design and battle. At the start of the design phase, players are given a mission briefing. Based on the missions objectives, players can construct or retrofit their ship with weapons, a propulsion system, aircraft, and defensive hardware. At this stage, players can also invest in new technology, develop new weapons, or purchase parts. Players can also bypass the process of ship design, and proceed directly into battle using ships based on actual naval craft. The battle phase puts the players real-time combat skills to the test. Players engage surface vessels and aircraft, destroy communications garrisons, and avoid high-G anti-ship missiles. Combat missions can take place around the clock making nighttime attacks a strategic option. Dense fog and heavy storms are just some of the other conditions that players must contend with. For help, players can rely on fully integrated combat systems providing complete situational awareness, and access to all weapons systems. [KOEI]

PSM Magazine
It's an arcade game at its heart, and it's a whole lot of fun. [Aug 2003, p.32]
IGN
An intriguing experiment that gets 2/3 of its ambitions correct, the chances that it'll appeal to war game fans and maritime aficionados are pretty strong.

The number of crafts and items available with which to outfit your ship are nice, but the gameplay seems to keep Naval Ops on a short leash - one that will ultimately keep this title from a lot of mass-market appeal. [July 2003, p.107]
TotalGames.net
With some perseverance to get past the initial stages, Naval Ops develops into a fun blaster.

It's a goofy mix that will surely turn off more players than it turns on, but I find the combination a compelling one. Just the simple fact that I've never played anything quite like Warship Gunner makes my jaded self happy.

I personally found that the mixing of a building and designing game with an arcade feel was a lot of fun, and one kind of broke the monotony of the other.

Zen-state gamers who just want to cruise around and blow stuff up will need all their hands -- or at the very least, two of them -- on deck for this peculiar mix of navy action, splinter-theory weirdness and no-nonsense ship design.

If you don't like the idea of having to buy parts and designing your own warship then this game might not be your cup of tea, but if you like the challenge of building the most powerful warship on the high sea to play through numerous diverse missions then this is definitely a game for you.

If you play the game on its own terms, there's a good chance you'll enjoy it. If WWII naval battles appeal to you, or you just like the idea of firing massive cannons, that chance is even better.

A niche title that some people may enjoy but the target market being fans of Naval warfare games may see the alternate universe storyline a bit much and the fact the ships handle unrealistically well as well.

It's considerably less tedious than you might expect from a game like this - it's just not quite a classic. [Aug 2003, p.101]
Cheat Code Central
A good game for those that like to be in on the ground floor. It's unique in that you can build your own playable shooter, so to speak, but the gameplay is just average. Still, the combination of creation and shooter may be irresistible to some.
GMR Magazine
The strategy serves as a fine complement to the otherwise problematic action, and, ultimately, Gunner hits its mark - but just barely. [Aug 2003, p.72]
Gamestyle
Doesn't know whether to call itself an adventure or something much deeper - underpinned with the trimmings of a simulation. This personality 'conflict' has resulted in a game that fails to match the auspicious concept.

Fun to play, but it might be too much for those who aren't interested in spending time in the design process. You'll also need to get past the complex display.

Theres some fun to be had with Koeis latest watered-down thinking mans game, just not as much (or as historically realistic a war scenario) as in Romance of the Three Kingdoms VII or P.T.O. IV.

The end result is strategy overload for the action gamer and action overload for the strategy gamer. Those in between won't be particularly impressed, either.

This is my favorite game. Just the cover got me interseted in it.
Gareth L. gave it a 10:
Great game! I just love it when one can build a ship how you want, then go out a blow everything else up with it, most satisfying, mabye they should re-release it with on-line capabilty so we can all have a mass brawl in the ocean! What fun that would be!
Demetrius M. gave it a 10:
I'm in the navy and I am always trying to find a navy game. This on just hit the spot. I just love the way I can put a ship together and kick some @$$ with my ship. I would love to see the US navy fight one of my ships.
Alex P. gave it a 9:
Great details on the ships, great gameplay, simple controls, music is on the weak side, but this is great anyway.
Donnie S. gave it a 10:
It's an awesome game like no other game you will ever play!!!!!!
Adam S. gave it a 10:
It may be slow to some because of the buying and making your own ship but it isn't insanely long. For me, it only took about 10 minutes every other level. The action is fun too.
Frenchy D. gave it a 10:
Though definitely a niche game, those who do get into it after picking it up will be hooked. Customization galore!
