Summary
Take the reigns of your favorite Division I program and build a modern-day dynasty in Legacy Mode, as you recruit the best crop of young talent throughout the nation. Train your squad to run team-oriented motion offenses, overpower your opponents with high post plays and antagonize teams with aggressive full court presses. You call all the shots, from who's going to redshirt to what kind of zone press your squad runs. Guide your team through an entire season -- tune-up in tough pre-season match-ups in preparation for heated conference play where every game counts. Weekly Top 25 and Rating Percentage Index (R.P.I.) rankings track your progress over the course of the season, including a bubble watch as tourney time draws near. [Sega]

Play Magazine
The Legacy mode is incredibly comprehensive and it's something that'll keep players busy for hours on end. [Jan 2003, p.84]
PSM Magazine
Definitely the best college basketball game we've ever played. [Jan 2003, p.24]
GamePro
Where the wheat gets separated from the chaff, however, is the A.I.; and Segas game is all whole-grain goodness.

While the graphics are not as superior as it was with "NBA 2K3" or the controls as super smooth as "NBA Live 2003," the game is still a shining example of how a college basketball game should be made.

No console hoop game to this date has fully realized the smoothness of real life basketball, but 2K3 is awfully close. Less cinematic and slower than March Madness, it captures the look, sound, and most importantly, the feel of the college game.

This is the best college basketball game I have ever played and I have played them all. From "Coach K" to "March Madness" to "Final Four", I have never played a college basketball game that was this enjoyable and realistic.

The best of the college hoops crowd... The attention to detail in some of the arenas borders on the obsessive.

Offers up the most authentic college basketball experience. [Jan 2003, p.139]
GMR Magazine
Fast-paced, big on fun, and contains the best passing engine on any hoops game. [Feb 2003, p.67]
G4 TV
With a couple tweaks to the gameplay here and there, Sega could have a perennial powerhouse on its hands.

I gave "Final Four" a better overall score than College Basketball 2k3 on the basis of game play.

The game still has a few rough spots on both the offensive and defensive sides of the ball that would make any fan of the sport throw his or her controller in frustration.

The AI is horrendous, all the great tweaks in "NBA 2K3" are MIA, and most of the fun is gone, too... People in dorms are going to have to get pretty drunk to get any enjoyment out of this. [Jan 2003, p.96]

this game is ok i like how u can create a play but u have to make how u can create a team. i also like how u can export to nba 2k3 but why am i a different color i was white then on nba 2k3 i was black come that made it bad. also don't make everbody so good. and in created player u should be able to be 7,10 like on ncaa march maddness 2004.
Andrew C. gave it a 7:
College basketball has always been represented by poor video games, as March Madness 2001 was the last O.K. one I can remember. But this Sega game provides a glimmer of hope, and if this company can end the choppy controls and bad camera angles, we could have a dynasty on our hands.
