But if you can see past the façade and look directly into what really makes this game tick, you'll soon discover that there's a scant few with this much depth and functionality.

The upgraded graphical presentation and more RPG-like aspect of upgrading characters and abilities really puts it over the top. [August 2002, p.22]
Yahoo! Games
With many hundreds of officers to meet, totally open-ended gameplay and ten scenarios to experience, this may be the best and longest lasting game you've ever bought.

You'll need the patience and interest to pour hours upon hours into the game, tirelessly tracking all your statistics as you slowly progress through the military and political ranks.

A deep and time-consuming game. It isnt everyones cup of tea, but its fun in a unique sort of way.

It gets very, very dry. An acquired taste to say the least. [August 2002, p.78]
G4 TV
It has that "just one more turn" kind of addictiveness that all good turn-based strategy games have in spades.

I tried to warm-up to "ROTK VII" but, as soon as I finish this review, I'll do my darnest to forget it ever existed.

The big problem is that none of the tasks are that engaging, and are made less so by the graphics. [Sept 2002, p.118]

The game does get very dry... first when u start u think its really hard.. so u dont even try then after u get bored with everything u play it. then it gets fun and dont get any sleep to play it. then the next day also u play. after u lose like crazy u giv up and throw it away but still its a great game and very interesting and its nothing educational...

This is one of those special types of games out there. Chances are, you'll either love it, or seriously dislike it. If you're the kind of person who enjoys stress and other long-running strategy based games, you'll love this game. It will challenge you like few you've ever played. If you want hack and slash action, this game will bore you quickly. The thing is, though, if this game is one you enjoy, you'll enjoy it forever. I don't know of any game I've ever played that has as much replay value as this one. There are just so many different things that can happen and that you can do in this game, that it's impossible to grow tired of it. Give it a chance, and find out what it's like to have a game you can play for the next 6 months.

Excellent! This is definitely an acquired taste, but for those who have this 'acquired' taste, they're in for an amazingly fun and addicting treat. For those who don't have this 'acquired' taste, they'll experience a serious disappointement. I, on the other hand, AM the acquired taste!

I have played previous games in hte seriese, and none were this accessable on the first turns. With the extra space on the PS2, they were finally able to provide sufficent tutorial files for the new player. best R3K yet!
Todd H. gave it a 10:
This game requires an aquired taste. It is unfortunate that more games like this do not make it to PS2, but that is because it offers more in intellect that dazzle. For those that do not like it, that is fine, but do not judge it base only on grafics and lack of little movies to watch.
Bill C. gave it a 10:
The only thing that disappointed me was the removal of the imprison command...I loved letting the captured officers rot in a cell until they came begging for a chance to redeem themselves.
