Official Xbox Magazine
As with other Namco Live Arcade games, the coin-op's alternating-turns two-player mode is gone(update the emulator already, Namco!), so you New Rally-X replay value depends entirely on how much nostalgia you've got in the tank. [Mar 2007, p.81]
Official Xbox Magazine UK
Overall, it makes for a slightly better game than "Pac-Man" and "Ms Pac-Man," though that's not saying much. [Feb 2007, p.101]
GameSpot
New Rally-X wasn't a terribly exciting game when it was released in 1981, so it's tough to get worked up about an arcade-perfect version of it 25 years later.

New Rally-X is fun for about ten minutes, but that's all, and for the price that's just not enough.

Monotonous. [Issue#23, p.97]
IGN
New Rally-X is probably fun for the pure nostalgia of it. For new gamers who like old retro games it's also a nice way to get acquainted with one really old game that doesn't quite translate to the 21st century.

Just be prepared for a game that screams “I’m simple” (as in “I’m mediocre,” not “I’m elegantly designed”).

Resist the urge for the cheap points, as your 400 Microsoft Points would be better spent purchasing horse armor for "Oblivion."

It's relatively cheap at 400 MS points, but even that's too much to pay for something you'll grow tired of quicker than the game takes to download. [Issue 21, p.58]

Andyman gave it a3:
New Rally-X was the mostly-forgotten semi-sequel to Rally-X in the arcade, and it most definitely should have stayed forgotten. Namco: Here's a thought... instead of ransoming every old decrepit arcade title off for $5 a pop, how about bundling 3 or more together for that price, and actually make the download worth it? Here's an idea for the first one: Bundle all of the Pac-Man games you haven't already released! (Pac-Land, Jr. Pac-Man, Pac-Mania, Professor Pac-Man, and Super Pac-Man) I'd buy that for $5!
