'Is it as good as ISS?' We should say that no, it is not. On the other hand it is certainly a lot better than the majority of other footy fests that have tried to take on the big two.

Top of the list has to be the excellent training mode...But for now, ignore this and stick with FIFA or Pro Evolution Soccer - they're much, much better.
68 PSX Nation
Besides gameplay modes (which are plentiful), the title comes up short in just about every category that EA’s “FIFA” 32-bit titles have been polishing for years now.
61 Games Radar UK (Pre-2006)
Playable without being enjoyable, go and dig out one of the better FIFAs or unearth any ISS, because David Beckham Soccer doesn't live up to its namesake.
60 Official U.S. Playstation Magazine
If you have "FIFA" don't bother. [Oct 2002, p.150]

The part that really matters - the way the game plays- feels rushed and incomplete, which is not something all too wise when the machine you're releasing it on has the likes of (wait for it) "Pro Evolution" doing the rounds.
