star trek: tng was probably one the best sci-fi series at the time and still one of the best. even though some of the episodes were boring, and the effects were lame compared to today's standards, the show had many philosophical elements and reflections on today's society, and how and what we could do better.
Again I am divided. This season has improved compared to the previous season and has 4 of my favorite episodes of the whole show with “The Emissary”, “Elementary, dear Data”, “The Measure of a Man” and of cause “Q Who”. It has also 2 of my least favorite episodes with “The Royale” and “Shades of Gray.: It is a hit and miss season with many great episodes along with some unremarkable once. The character interactions and developments have improved and the show is on the way to greatness. There are set ups that will be continued in later seasons or implications you don't know yet. Dr. Crusher was replaced by Dr. Pulaski . She was not received well and is hated by many fans. I think she is a good character and the problems are caused by the script. Again some sets and special effects look poor but overall it aged well for its time. Overall a great season full with good ideas but with some unremarkable or boring episodes. If it helps the good episodes drive me towards a 10/10 rating or to ignore the bad parts. I will give 9/10 with doubts and hesitation. My favorites or must see recommendations are: “Elementary, dear Data” for the idea, Sherlock Holmes references and conclusion (Sadly not used good enough for follow up episodes), “Loud as a Whisper” for the interesting idea, the character Riva and the conclusion, “A matter of Honor” for the inside into Klingon culture and set up, “Contagion” for the whole setting, “Q Who” for Q, the introduction of the Borg and that he shows how self satisfied and arrogant the Federation has become (I even say he saved them form themselves), “Up the long Ladder” for the dilemma, conclusion and the character Brenna and “The Emissary” for the whole setting and insights into the Klingon's.
Season 2 showcases with overall improvement of quality of show, however it has also very mixed episodes. Despite that it's decent season and it has valid character development which will help to understand characters and story plot overall for greatest season upcoming.
With a number of major cast changes throughout, TNG was still trying to find it’s footing during this second season, but in episodes such as ‘The Measure of a Man’ it started to show that it could offer a great hour of television, even if it wasn't as consistent as you’d like it to be.
Season 2 TNG has two good episodes, "The Measure Of A Man" and "Q Who". Other than that, this entire season is pretty horrible and you should skip all the rest of it. I'm totally serious. I'm often confused that The Measure Of A Man and Q Who got put into Season 2 at all, it seems like they should have actually been part of season 1 or season 3 or something. Just don't watch this season. And if you insist on watching most of it it despite my warning, really don't watch Shades of Gray.
