Phantom Covert Ops isn’t a simple VR experiment, proof-of-concept, or a short VR title that’s over before you realise it’s a cool theme park ride - it’s a full, feature-packed game. And a damn good one at that. The missions are varied, the pacing is spot-on and it has all the cinematic tension and thrills of a Mission: Impossible film.

It’s easy to see why Phantom: Covert Ops received the commendations it did at E3 2019, and it’s now taken the second spot on my personal recommendation list of must-have VR titles. Here’s hoping this isn’t the last we’ve seen in the Phantom line.

The concept of this Oculus exclusive stealth VR action is truly intriguing and simulative, capable of justifying the "only" tracing of the head and hands directly with the structure of the game and its environmental context - a bit like it was for Lone Echo in the field of science fiction. Behind enemy lines with a military kayak equipped to silently advance and strike. If played on Rift S, the parallel design for Quest is all too evident, especially in the polygonal complexity, and clearly the variety of the action stops at some point, but the great atmosphere, the good level of challenge, the intelligent writing of the plot and a well thought out length of the storymode (one night in real time) make Phantom Covert Ops a VR title highly recommended.

While it seems strange at first, Phantom: Covert Ops has been one of my best experiences with VR to date. Despite playing the entire game from within a kayak and a formulaic narrative, the meat of the game comes from its impeccable mechanics and immersion. Phantom: Covert Ops uses realistic water physics for its locomotion in a way that lets the player avoid any feeling of nausea or discomfort. The layout of your gear is convenient and easy, and the control scheme takes minutes to master. It’s an exciting experience that puts you in the shoes of a special agent and you feel empowered while playing. For fans of stealth games who are just getting into VR this is an essential experience, and one that sets the bar for stealth in VR.

Phantom: Covert Ops is a bit on the short side, but it's a top-tier virtual reality game while it lasts.

Phantom: Covert Ops offers a decent slice of immersive VR gaming that will be well suited to most gamers. The main campaign is a little short especially as the levels are repeated and the core gameplay does lack depth for more experienced players. Even so, Phantom: Covert Ops is entertaining and there’s enough to keep you invested for a good few hours. Hopefully, nDreams will build upon this concept rather than letting it sink into the depths.

Far-fetched as it may be, Phantom’s fantastically immersive design makes for a VR mission well worth accepting, even if its campaign is shorter and simpler than hoped for. But what it lacks in gameplay complexity, it often makes up for in its giddy role-playing, going a step beyond many other VR games to convince you that you’re really in its (admittedly daft) world. A deeper sequel with more advanced gameplay would elevate the series to essential status, but Phantom already navigates the rough waters of VR stealth better than most.

Despite the fairly straightforward and overly serious tone, Phantom: Covert Ops is a cracking little stealth game with a unique core concept.

The visuals are gorgeous, the goofy premise works perfectly in context, and the mechanics are an intuitive and downright rewarding use of VR. While you may need a great deal of VR callus to deal with the smooth motion of the game, Phantom: Covert Ops is VR stealth done right.

Hardcore VR players have already likely flocked to Covert Ops: it's the next big thing from Oculus Studios, of course they're looking for an excuse to get some use out of their headset. But for everyone else, it's definitely one to keep on a list somewhere for when you eventually pick up a Rift or a Quest.

Phantom: Covert Ops should be commended for its innovative core design. The 'tactical kayak' may sound contrived but it really works and brings something very unique to VR. While it feels natural to steer with your paddle and manage your inventory as you glide across the waterways, it's the higher-level gameplay and storytelling that's missing depth and detail. Though it's nice to have the addition of Free Play (where you get to select your own loadout) and Challenges (where you test your mettle in kayaking and shooting), we would have much preferred to see these beats carefully woven into the core gameplay than tacked on as padding. Despite its shortcomings, the game does somewhat make up with replayable missions. It’s worth revisiting each level with a different loadout and higher difficulty settings (which heightens the guard’s senses and adds insta-death on detection). An extra challenge mode can also be unlocked with achievements and rewards you with cheats to use in the campaign. Adding to the missions are high-value targets found across each level and mysterious intercoms with coded audio logs.

Phantom: Covert Ops takes itself way too seriously and it stealth is basic and reliant on virtually blind enemies, but infiltrating an enemy base with a murder canoe in VR does have its bright spots.

In a medium that so desperately craves additional content, Phantom: Covert Ops isn't a bad purchase for VR owners who are hungry for more games, but it's by no means a banner release for 2020. With games like Boneworks, Half-Life: Alyx, and The Walking Dead: Saints & Sinners this year, the bar for VR games has risen exponentially. There's an exhilarating VR experience struggling to break the surface of this title. Phantom is holding itself back from breaking loose and taking the excitement to the next level. Hopefully nDreams has enough success with this game to carry its vision into a sequel.
