The single player is worth playing just as much as the online is. They both are lots of fun and at times the game can seem very chaotic but exciting all at the same time.
Yes, better communication, more content, and deeper story would all be welcome, but that's the default critic's list for almost every game. How many titles offer the chance to become a zombie and munch on former allies?

One of the best multiplayer survival horror games and the only really good multiplayer Resident Evil that Capcom has made, everything about it works perfectly, the interaction between characters, the soundtrack, the game design and the depth in the story of each of the survivors! The only problem with this game was being released on Playstation 2 where Online on consoles was just starting to crawl, Capcom should release a port of these games on Steam at the very least so that people can enjoy the best part of this game, the multiplayer!

Though shifting its focus to that of a collection game may have been a great way to extend its overall shelf life, it still should have been supported by a stronger storyline, better A.I. for NPCs in the offline mode, additional scenarios to participate in, and more streamlined load times without the need for a hard drive.
It’s got quite a few bugs that should have never made it past the testing cycle, including several glitches that cause the game to freeze up completely, forcing a hard reset to resume play.
There is no good way to communicate with other players, making cooperative play that much more difficult. [July 2004, p.6]
The graphics and score are outstanding, but ultimately, the gameplay falls flat with heavy-handed mechanics and tedious goals.
Should never have been released in Europe. By removing the co-operative aspect of the game, they've infected the game with a particularly virulent strain of the T-Virus. It shambles purposelessly for your attention, mindless of its origins. Totally dead on arrival.

es un buen juego de la saga pero el multijugador esta mas o menos la historia es buena la jugabilidad es buena los graficos como de de ps3 pero lo malo del juego son los bugs solo tiene 5 niveles y le falta un cooperativo y mejorar el multijugador y reactivarlo

Outbreak es RE2 pero con más gente. El problema que tengo con estos Outbreak es que son multijugador, Resident Evil jamás se caracterizó por ser en multijugador real, la atmósfera de esta saga es indicada para jugarse en Singleplayer.
El otro problema que le veo a los Outbreak es que son más de lo mismo, más Raccoon City, es apegarse a la nostalgia porque saben que venderán bien.
Esta subsaga, Survivor 2 y Dead Aim me parecen una excusa para darles juegos a los usuarios de PlayStation 2 y aferrarse a la nostalgia (Raccoon City)

I can see what they were going for but it doesn't work. This probably takes the cake as one of the most boring survival horror games I've ever played, and it's not a yummy cake. It's a s*** cake.
