Summary: There was confusion as to which nation should host the event as there had been a four-way tie the previous year between France, the Netherlands, Spain and the United Kingdom. It was decided that the four nations would draw lots to determine who would host, which saw the Netherlands gain the honour. Following the previous year's controversy, four nations opted not to compete at this contest - Finland, Norway, Portugal and Sweden.In total only twelve nations turned up for the contest. Due to the shortened number, the organisers were told to lengthen the show by showing before every act, a video postcard that would showcase particular areas of interest from the host nation. This system is still in place today.A rule was finally implemented in the event of a tie for first. Should two nations tie, then the two performers would have to sing once again and all of the jury members (bar those from the nations in question) would raise their hand for the song they preferred.
