The creatures are incredible. They look and move like distorted corpses that have been in tragic accidents or have undergone unspeakable experiments. They limp, writhe and undulate their way into our unconscious.
This is, without a doubt, one of the creepiest, scariest, downright disturbing games I've ever played … and yes, I mean that as a compliment.

A deep, if confusing and somewhat tiresome adventure that's scary in a disturbing, eerie fashion.
The whole thing has a "what the hell is going on here?" sensibility that never lets up, even after the game is over. [Feb 2003, p.70]
With its lackadaisical pace, clumsy action sequences, and surreal atmosphere that's more disjointed than disturbing, Silent Hill 2 is a nightmare, but only to play. [Apr 2003, p.116]
Silent Hill 2 is the second best game in the series, behind 3. It has a decent story, great atmosphere, and amazing soundtrack. A must play for survival horror fans, and its graphics on PC still hold up to other games today.

Silent Hill 2 is a spinoff in the silent hill franchise and ultimately falls short of the magic of the two games it falls between. The storyline is a bit dull at times, and clunky controls hold it back. The atmosphere is not scary like Resident Evil or even other games in the series. The PC port performs poorly at times jumping from 60 fps to 30 fps on high end PCs. It's a poor game functionally and it's got the worst story out of the first four games in the series.
