As a character study, the film doesn’t dig much more deeply than a news magazine episode. As a study in some aspects of police culture, though, the film has a sobering message.

Always engaging in broad strokes thanks to the remarkable biography of its subject, A Cops and Robbers Story is at its best in the brief moments when it drills down on the particulars of Pegues’ experience on either side of the law.

The repetition of verbal and visual storytelling points to the limited scope of this film. A Cops and Robbers Story explores Pegues’s split loyalties, but the talking head interviews tend to isolate characters whose very intimacy is the subject of the film.
