Smartly and humorously written, spiced with cartoonish mayhem and over-the-top acting, it visually resembles the "Dick Tracy" and "Batman" movies, deals in the sort of speculative scientific fantasy that distinguished "Quantum Leap" and the miniseries "Wild Palms," and provides ... escapist fun.
