On their new LP Program 91, Razika manages to find the best in the word "inoffensive," producing an album that is the definition of an easy listen, while also managing not to leave listeners feeling as if their time has been wasted in any way.

It's a bit like The Slits at Notting Hill Carnival. Add in lush single "Why Have We To Wait" (a cover of a track by '60s pop group The Pussycats) and it's pretty perfect.

Like a lot of indie-pop albums, Program 91 is relatively quick and dirty. But despite its brevity, the album's second side drags a bit, as the skanked rhythms begin to bleed into each other with a lack of individual distinction.

As Program 91 soars over--here we go--fjords of excellence, it never really lands or takes off with any satisfying oomph.

Too often, Program 91 is a controlled explosion, hemmed in by a fangirlish conservatism. When it all clicks--as it does with "Above All" and a handful of other tracks--this is spiky twee pop in a black-and-white cardigan of glory.

What they lack in experience they make up for in pure zeal.

So, enjoy it if you will, and forget it if you like.
